local revenue. Previously at CBL & Associates, she managed Plaza del Sol’s operations and leasing,
served on the Texas regional team (Laredo, Beaumont, College Station, Brownsville), and led due
diligence and safety/emergency planning; at Levcor, she directed operations, leasing, marketing,
budgeting, capital projects, and vendor management for Plaza del Sol Mall. Her strengths in economic
development, business development, NOI/P&L stewardship, facilities and construction oversight, and
bilingual marketing now advance the Foundation’s mission and community impact.

Community Impact

Born and raised in Del Rio, TX, Blanca holds a B.A. in Communication (Radio/TV/Film) from the University of North Texas.

Early roles at KXAS-TV (Fort Worth) and KORO (Spanish-language TV)
grounded her in results-driven advertising. At Plaza del Sol Mall she strengthened merchant recruitment
and first engaged with the Chamber; since 2016, her team has expanded events and initiatives that
showcase Del Rio’s culture and outdoor assets, helping secure $16.1M in grants and catalyze $40.3M in
total investment for Laughlin AFB projects. She champions a balanced approach that grows the visitor
economy while advancing community well-being.

As a founding board member of

the Homero Martinez Heart Failure Foundation
Blanca helps architect the Foundation’s structure and operating framework, establishing sound
governance, board development, fiscal stewardship, and clear, measurable goals. Drawing on decades of
Chamber/CVB (DMO) leadership, she builds cross-sector partnerships with businesses, civic leaders,
healthcare organizations, and military stakeholders; guides grant and funding strategy; and strengthens
stakeholder engagement. She supports advancing health equity in Del Rio by connecting the Foundation
with local, regional, and state community leaders, aligning collaborative initiatives with regional
economic vitality.
